Pilibhit Master Plan 2011 has been created for Pilibhit District. Pilibhit formerly known as Hafizabad is a city and a municipal board in the Pilibhit district in the Indian state of Uttar Pradesh. Pilibhit is the north-easternmost district of Bareilly division, situated in the Rohilkhand region of the sub-Himalayan Plateau belt next to foothills of Sivalik Range on the boundary of Nepal, known for the origin of river Gomati and one of the most forest-rich areas in North India. Pilibhit was also known as Bansuri Nagari – the land of flutes, for making and exporting roughly 95 per cent of India’s flutes.

The north side of Pilibhit is bordered by Udham Singh Nagar of Uttarakhand state and by the territory of Nepal. Shahjahanpur lies on the south side Pilibhit. The east of Pilibhit is flanked for a short distance by Lakhimpur Kheri and the remaining distance is swathed by the Shahjahanpur. The western limit touches the limits of Bareilly. National Highway No. 74 runs through the district connecting Haridwar to Bareilly via Kichha, Kashipur and Nagina city.

Apart from the National Highway, the district is well connected with Shahjahanpur in south, Lakhimpur Kheri and Indian International Border (IIB) with the Nepal in east, Nanital and town Khatima in north, and the city of Bareilly in the west by roads and railways. There are 1216 Villages in the district Pilibhit in four tehsils and seven blocks. The latitude of Pilibhit is 28.627926 and the longitude is 79.804176. It is located between the 28° 37′ 40.5336” N and 79° 48′ 15.0336” E. According to the 2011 census, Pilibhit had a population of 2,037,225.

Vision of Pilibhit Master Plan 2011

The objective of the Pilibhit Master Plan 2011 is to create enabling spatial and land use planning framework to achieve the Vision of Pilibhit Master Plan 2011 in order to promote, guide and rationalize. The future growth and development of the urban centers is defined by the Master Plan/Development Plans which are evolved for each settlement at individual level. Pilibhit Master Plan 2011 has been considered as one of the most effective mechanism to promote planned growth of the urban centers. It lays down the road map, agenda and framework within which the city growth is envisioned. It provides a tool for the authorities to take decision with regard to current and future development related issues.

Pilibhit Master Plan 2011 provides the framework for rationalizing the orderly movement of traffic and transportation within the city and defines the area for laying down network of various services. The plan is used for promoting integrated development of the urban centre by rationalizing its pattern of land use and their inter-relationship. It also defines the strategies and solutions for overcoming the existing problems of the urban centers and to overcome its infrastructural and service related inadequacies. In addition, it provides options for accommodating the future addition to population which is likely to come to the urban centre due to natural growth and migration. Master Plan acts as a tool for determining the infrastructure cost which would be required to make the city sustainable. The plans offer futuristic solutions by laying down agenda for its growth and development.
