Healthcare & Wellness Centre Launched Under Ayushman Bharat Yojana
Prime Minister today inaugurated the first healthcare and wellness centre under Ayushman Bharat Yojana, in Chhattisgarh’s Bijapur.
Ayushman Bharat scheme is not limited to simply providing a service, but also invokes public participation so that we can create a healthy, capable and content New India, PM Modi said after launching the scheme.
Ayushman Bharat, also known as the National Health Protection Scheme, has twin missions, first, creating a network of health and wellness centres to deliver comprehensive primary health care close to the community, and second, providing insurance cover to 40 percent of India’s population, that is most deprived, for secondary and tertiary care, including for instance, hospitalisation costs.
It aims at covering 10 crore poor and vulnerable families and provides a cover of Rs 5 lakh per family per year for secondary and tertiary care hospitalisation.
Union Health Secretary recently informed states that eligibility for NHPS will be determined based on data from the socio-economic caste census (SECC). The proposed target population is (a) families that belong to any of the 7 deprivation criteria (b) automatically included families as per SECC database for rural areas and (c) defined occupational criteria for urban areas.
But several states argued that depending on the SECC would limit the reach of the scheme. Maharashtra, for example, currently provides a Rs 2 lakh annual health cover to about one crore people, this would fall to 60 lakh people if the state were to follow SECC data. The other issue is of the identification document.
The operational guidelines will be shared with the states in April. Ministry will sign a memorandum of understanding (MoU) with the states individually once they finalise what they want to retain from our guidelines. The training of officials working on the project will be conducted in June. This will be the pilot stage to test its functioning and by July, the states will empanel eligible hospitals.
