H Rera to be notified by July-end, Haryana Town Planning Department
Notification of the Haryana Real Estate Regulatory Authority act (H Rera) rules in Haryana has been delayed by a month, officials of the Town and Country Planning (TCP) department said. The home buyers are disappointment with the move as the deadline to notify the rules was June 30.
Government is working on it and it can be hoped that H Rera rules will be notified by end of the month. Government is considering every aspect to make it effective.
However, the home buyers doubt the Haryana government’s intention and are worried that the delay of the notification of H Rera rules has been done to do “favour” to the developers.
“The developers are attempting to get occupation certificates to escape Rera rules. The government is trying to shield defaulter builders,” as said by a home buyer.
H Rera rules will bring developers with incomplete residential and commercial projects under its purview of punishments and that is understood as major tool for buyers to seek legal action against builders delaying the project for any reason.
Rera Central Act was implemented from May 1, 2017 and according to the act, every builder will have to register itself with the RERA in case it has not obtained completion or occupation certificates from the competent authority.
So far nearly 20 projects have been registered with Rera in Haryana of which most are from Gurgaon.
It is believed very few projects would be covered under Rera rule in Gurgaon as the government is showing all indications to shield developers. Earlier it was told that State will notify the Haryana Real Estate Regulation Authority (H RERA) Act 2016 by July 15.
Homebuyers — especially those settled in areas where private realty projects are in the works and the ones who have waited long for their dream homes to be delivered—hope the new real estate rules will address the issues that they put forward and enable them to take developers to task for violating builder-buyer agreements.
