Gharaunda Master Plan 2021 has been created for Gharaunda. The town of Gharaunda is situated on National Highway No. 1 (Delhi-Ambala-Amritsar GT Road) between Delhi and Chandigarh at a distance of about 17 kilometers south of Karnal which is about 146 kilometers from Chandigarh and 110 kilometers from Delhi. Geographically, it is situated at 29° 32’ North Latitude and 76° 58’ East Longitude at 240 meters above sea level. The municipal area of town is 2 square kilometers.

In order to channelize the development in a planned manner and to provide modern living to the people and to control the haphazard and piecemeal growth, it had become necessary for the Government to declare the controlled area around Gharaunda town. Thus vide Haryana Government Town and Country Planning Department notification no. 4444-10/DP-84/9714 dated the 3rd May 1985 and notification no. JD-93/1014, dated 14th January 1993. Controlled area and additional controlled area were declared.
Objective of Gharaunda Master Plan 2021
The town is being planned for population of 80000 by the year 2021 A.D. including population of refinery township refinery falling in the controlled area. The overall development proposes to divide the entire development plan area into ten sectors containing various land uses like industrial, commercial, residential etc. The location of these land uses has been done keeping in view the existing conditions, geographical aspects, easy traffic flow and convenience to the future and the present uses. The major road system as indicated on the plan is proposed to be in grid pattern. This town is proposed to be developed as a medium density town with an overall density of 100 persons per hectare and would thus need an urbanizable area 838 hectares approximately (including the area within the existing municipal limits and Refinery Township. The entire area beyond this proposed urbanized zone is being kept as an agriculture zone for the present. At a later stage if needed be some more area can be included for urbanization.
