Specifically, the outskirts of the city were the preferred locations for these establishments, which are purely agricultural based. The educational institutions served not merely as growth points that opened up new areas, thus forcing farmers to relocate further into the hinterland, but also facilitated a rapid expansion towards their locations and beyond. In continuation, during 1971, the municipal area of the city was increased by engulfing 259 hectares land of the fringe area. After a span of 20 years the municipal area was increased by 598 hectares. In 1991, and in the subsequent decade, the municipal area again increased to the extent of 443 hectares.

Aligarh Master Plan 2021 provides the framework for rationalizing the orderly movement of traffic and transportation within the city and defines the area for laying down network of various services. The plan is used for promoting integrated development of the urban centre by rationalizing its pattern of land use and their inter-relationship. It also defines the strategies and solutions for overcoming the existing problems of the urban centers and to overcome its infrastructural and service related inadequacies. In addition, it provides options for accommodating the future addition to population which is likely to come to the urban centre due to natural growth and migration.
