Nazira Master Plan 2025 has been created for Nazira as of 2001 India census, Nazira had a population of 12,466. Nazira is located at 26.92°N 94.73°E. It has an average elevation of 132 meters (433 feet). Nazira is a town and a municipal board in Sivasagar district in the Indian state of Assam. Nazira is a historical town on the bank of the River Dikhow. It is around 18 km from Sivasagar city, 3 km from Simaluguri Jn. and 78 km from Jorhat Airport. It is the Sub-divisional Head Office of Nazira Sub-division.
Nazira lies in an oil and gas rich region. Oil and Natural Gas Corporation (ONGC is state owned entity) operates major oil rigs and production platforms for E&P exploration. Several other multinationals such as Schlumberger and Halliburton are also present in the city. Tea and agricultural cultivations are also main source of income of common people.
The headquarters of ONGC, Assam Asset, a Maharatna E&P company is situated in Nazira. Nazira is surrounded by huge tea estates like Mackeypore, Geleky, Santok, Bihubor, Lakwa, Ligiripukhuri, Mezenga, Bamunpukhuri and Maduri Tea estate. Once Mezenga was related with Scottish Assam Tea Company; This Company was formed in 1865 to purchase, extend and cultivate Heelekah, Mazenga and Karsoolie Estates in Assam.

The objective of the Nazira Master Plan 2025 is to create enabling spatial and land use planning framework to achieve the Vision of Nazira Master Plan 2025 in order to promote, guide and rationalize. The future growth and development of the urban centers, it will be critical to define their growth framework. The future growth framework of the urban centers is defined by the Master Plan/Development Plans which are evolved for each settlement at individual level. Nazira Master Plan 2025 has been considered as one of the most effective mechanism to promote planned growth of the urban centers. It lays down the road map, agenda and framework within which the city growth is envisioned. It provides a tool for the authorities to take decision with regard to current and future development related issues.
Nazira Master Plan 2025 provides the framework for rationalizing the orderly movement of traffic and transportation within the city and defines the area for laying down net-work of various services. The plan is used for promoting integrated development of the urban centre by rationalizing its pattern of land use and their interrelationship. It also defines the strategies and solutions for overcoming the existing problems of the urban centers and to overcome its infrastructural and service related inadequacies. In addition, it provides options for accommodating the future addition to population which is likely to come to the urban centre due to natural growth and migration. Master Plan acts as a tool for determining the infrastructure cost which would be required to make the city sustainable. The plans offer futuristic solutions by laying down agenda for its growth and development.
